Rose and Yogurt Panna Cotta

Chef Vivek Surti of Tailor in Nashville, No. 7 on our 2019 Hot 10 list, states: “I initially attempted falooda at an ice cream parlor near my grandma’s stitching factory in India. I never ever had anything like it in the States: a milkshake with increased syrup, pistachios, raisins, and crispy noodles. I liked it.
